Town Clerk Services - During COVID-19

Town hall is closed to the public as well as town offices.  The Town Clerk's office will have minimal staffing during this pandemic.  We will work within reason to accommodate public requests, keeping the safety and well-being of our staff and the public in mind.

Please take note of the following services that the Town Clerk's office provides and is able to continue:

One staff member will be in the office on a rotating basis.  Please do not hesitate to reach out with any questions or concerns.  We can be reached by email, townclerk@northandoverma.gov or by leaving a message at 978-688-9500 and someone will be in contact with you.

Dog licensing

  • Those residents who have access to a computer can license their Dog(s) online. https://www.petdata.com/for-pet-owners/ndv By Mail: North Andover Town Clerk, 120 Main Street, North Andover, MA 01845, Or drop off check in the black Town Hall Business Mail drop box in front of Town Hall.
  • Please be aware that your dog has to be current with their rabies vaccination(s). Please send with your registration.

Elections

  • We encourage all who are not able to go to the polls to submit an absentee ballot application.  If you are not able to print out the application, you may send any written form of correspondence with your signature requesting an absentee ballot.
  • These requests should be emailed to vote@northandoverma.gov , mailed to: North Andover Town Clerk, 120 Main Street or placed in the black Mail drop box in front of Town Hall.

Notary Services

Notary services will not be provided until further notice.  For notary services, check with your bank, or banks in the area as they may be able to provide notary services.

Marriage Intentions / Justice of the Peace Services

  • Filing for marriage intentions have now resumed.  Please call the office at 978-688-9500 to schedule an appointment to file for a marriage license.  If you are in need of a Justice of the Peace to perform your wedding vows, please email the Town Clerk/JP, Trudy Reid at treid@northandoverma.gov.

If you wish to request a birth, marriage or death record, please click below.  The event must have occured in North Andover in order for us to have the record in our files.  Feel free to call to confirm before processing the online request.

Voter, Town Meeting and Election Information

All staff members of the Town Clerk’s office are now Commissioners to Qualify Public Officers

If you have been appointed as a Justice of the Peace or Notary Public by the Commonwealth of Massachusetts and need to take your oath of office, you may come into the Town Clerk’s Office rather than having to go into Boston. Hours for taking the oath will be 9:00 AM to 3:30 PM, Monday, Wednesday and Thursday, Tuesday until 5 PM and 9:00 AM to 11:00 AM on Friday. Please call 978-688-9501 one hour before you are coming to assure that 2 Commissioners are present.   You are required to bring the paperwork sent to you by the State. This is a free service.

NOTARY SERVICES

The Town Clerk’s Office has notaries public who are available to notarize certain documents free of charge. This service is limited to 2 documents at a time.  

The Town Clerk’s Office does not notarize wills or testaments, foreign language documents and certain types of employment related documents. Individuals seeking notarization of these types of documents should consult another notary or attorney. Further, the Town Clerk’s Office notaries will not attest to a Principal’s (signer’s) state of mind. For example, documents with notarial language that states “I believe the principal to be of sound mind…”, etc. will not be notarized. Please also be aware that some documents require witnesses as well as a notary. If your document requires witnesses, you must bring the required number of witnesses with you when you appear at our office.
