American Rescue Plan Act (ARPA)

The American Rescue Plan Act of 2021, also called the COVID-19 Stimulus Package or American Rescue Plan, is a $1.9 trillion economic stimulus bill passed by the 117th United States Congress and signed into law by President Joseph Biden on March 11, 2021.  For a full overview of what is included in the Plan, click here.

Part of Bill allocates $350 billion for state, local, territorial, and Tribal governments to respond to the COVID-19 pandemic and to provide economic stimulus.  A total of $9,322,306 in ARPA funding was allocated to the Town of North Andover for these purposes.

The Town must obligate this funding by the end of calendar year 2024, and spent it by end of calendar year 2026.

Community Outreach / Input:

To receive community input, the Town engaged the services of Polco, a nationally recognized polling platform provider, to survey both the general public and businesses.  A resident sample was collected between November 17th and December 29th, 2021:

  • Postcards were mailed to 4,000 households;
  • Printed surveys were made available at Town Hall for those who requested it;
  • Surveys were available in English and Spanish;
  • Approximately 325 responses were received.

An "Open Participation" Survey was also provided:

  • Outreach methods:  Town Website, Facebook, Twitter, and Email;
  • 82 open participation surveys were completed

Business Survey:

  • Postcards were sent out to all businesses in North Andover;
  • Open participation outreach methods were also used (similar to resident survey);
  • 58 surveys were completed (26 postcards, 32 open participation)
